Requires https://github.com/commaai/opendbc/pull/1010 .
**Verification**
- [ ] Test in car and confirm that toggling the "Show km/h" setting does
not result in the cruise speed shown in openpilot being incorrect.
- [ ] Test in a non-English (metric) car.
