Rebuild zipapps with self-contained pack.py ( #684 )

* Include opendbc in the zipapps
openpilot.cereal imports opendbc, which pack.py doesn't include. Without
/data/pythonpath (after a factory reset, or reset in recover mode) setup
and reset crashed on import.
* README: point at pack.py self-contained check
* Rebuild zipapps with openpilot 1ace967a7e

* Fix boot warnings and firewall cellular IPv6
- rules.v6: drop incoming cellular traffic over IPv6 too, rules.v4 only covered IPv4
- sshd: drop the DSA host key, OpenSSH no longer generates or loads them
- sysctl: don't set fs.protected_fifos, fs.protected_regular or kernel.yama.ptrace_scope, the kernel doesn't have them
- udev: only set max_brightness_percent permissions where the attribute exists
- udev: don't ask systemd to start the masked systemd-backlight
* Drop sysctl changes

Re-add pyserial for older openpilot's AGNOS updater ( #678 )
...
The AGNOS updater bundled with openpilot imports system/hardware/tici/lpa.py,
which needs pyserial. Without it, an older openpilot (e.g. release v0.11.1)
on AGNOS 20 crash-loops and can't run its updater to move to its own AGNOS.
