AngusBell97 c51b96879a Keep Tesla steering diagnostics in custom cereal 
Move the fork-specific diagnostics out of the stock CarOutput schema and into StarPilot reserved messaging. Preserve the legacy saturation fallback when custom diagnostics are unavailable or stale.

j3dok3do 1a3b243233 Honda Accord 11G: add scoped CAN-FD control integration 
Port the Accord 11G CAN-FD radar handover, vehicle-specific actuator tuning, and Honda safety permissions from PR #93 while keeping StarPilot\x27s shared planner and lead policy. Scope the replacement radar messages and B/regen gear behavior to the Accord platform, preserve generic Honda CAN-FD behavior, and add regression coverage.
