firestar5683 22a8575199 Vendor dependencies and resources for standalone builds 
Keep official openpilot ancestry and dependency licenses. Store resources directly in Git, remove LFS setup requirements, and leave the downloadable big model outside the source tree.

Experimental Mode switches the road view to the wide camera below 5 m/s (11 mph) and back to the narrow camera above 10 m/s (22 mph) on both devices. Also corrects the comma 4's mph comments (were 10 and 25 mph).
