Rebuild libparams_c.so for new ModelManager params (#1960)

Cherry-picked #1960 adds ModelManager_PrevBundle and
ModelManager_PrevBundle_USBGPU to params_keys.h, so rebuild the params C
library so the new keys are usable on-device without a rebuild.
