pandad: rebuild C++ binary against merged panda health.h (49-byte health_t with flags_pkt)

The previous committed pandad binary was built against an older panda
health_t (64 bytes, no flags_pkt), so the C++ daemon misread the panda
health packet: pandaStates showed garbage (ignitionLine=False,
rxBufferOverflow=faults, etc.) even though the panda firmware and python
library agreed on the new layout. Rebuild from the merged panda/board/health.h
so pandad reports correct ignition/harness/fault state over USB.
