Sriharsha Allenki 9a477737ea extcon: usb-gpio: Queue detectable workqueue on resume ...

Upon resume/restore queue detectable work
irrespective of the device wakeup capability.
This ensures that during pm_restore the dwc3-msm
driver is notified correctly of the GPIO states
before restore.
