Adeeb Shihadeh 7582c482bc Rebuild zipapps with self-contained pack.py (#684 )

* Include opendbc in the zipapps

openpilot.cereal imports opendbc, which pack.py doesn't include. Without
/data/pythonpath (after a factory reset, or reset in recover mode) setup
and reset crashed on import.

* README: point at pack.py self-contained check

* Rebuild zipapps with openpilot 1ace967a7e
