Initialize carControl as subscribed but unseen, then feed the preceding actual Controls packet with its original timestamp and validity. Preserve all expired-source withdrawal and recovery assertions; add unseen-to-received coverage.

Reproduces and resolves three KeyError failures from exact 25252cb CI. 317 owner/runtime/projection tests plus five independent initialization/packet guard cases passed; Ruff and type checks passed. Production and native code unchanged.
