Classify only the recorded firmware-identified Elantra2021 CAN1 IRQ
bit as diagnostic. Preserve raw reports and native permission, request,
receive health, relay, heartbeat and freshness checks. Alpha-long and
all other configurations remain excluded.

Retain expanded caller/mixed-fault/configuration regression coverage.
Validated 257 focused Elantra and GM/Bolt tests; Ruff clean.

Revert the Bolt-specific admission change from 4b754298 while retaining
native authority, receive-state, relay, heartbeat and actuator checks.
Keep raw diagnostic reports and all other profile policies unchanged.

Dom 4cbffe53b3 Ford: add opt-in pinion curvature measurement 
Adapt BluePilot PR #145 by jrneulight (fe5b019568c8c13fb894dc6d8d779d60985051a8) to the existing exact native profile protocol. Default off; qualified parked setting applies at next startup. Preserve existing larger Mach-E envelope, all yaw/heartbeat/relay health, command limits and shadow freshness checks.

Cloud qualification: 171 host tests and 170 subtests; 80 new native/geometry tests; 153 existing native tests and 9131 subtests; release native tests, pandad protocol inventory and full ARM debug/release builds passed. Rebuilt source-stamped firmware follows before branch publication.

Dom 4b94f415ad FLM: construct evidence fields without recursive dict conversion 
Build nested typed evidence rows directly while retaining every original field and validation. Complete serialized bytes match the prior writer on recorded d8 evidence and regression fixtures.

Fresh-head combined qualification: 459 tests passed. Cloud performance measurements do not claim device loop-rate recovery or a successful learning trial.

Dom 487dfc4bf4 FLM: preserve fresh evidence across paired queue drains 
Merge bounded control/output FIFO heads using original publisher headers. Preserve original age, native, source, overflow and malformed-input checks; retain producer order after joins.

Validated with actual pinned cloud dependencies and fresh-head regression tests.
